Under general direction of the Senior Manager for Climate Equity within BCDC’s Planning Division, the Environmental Justice Specialist (EJ Specialist) will liaison with vulnerable and disadvantaged communities. The EJ Specialist will lead and manage projects and initiatives related to implementing the agency’s Environmental Justice (EJ) and Social Equity policies in permitting and planning, as well as embedding equity into its operations. The EJ Specialist will maintain and provide strategic vision for BCDC’s tribal affairs program with a project team. The EJ Specialist will also assist with BCDC’s sea level rise adaptation planning, in order to develop strategies that embody and result in a more equitable Bay Area region. Finally, the EJ Specialist will support the implementation of BCDC’s Equity Action Plan, and aid BCDC in improving the accessibility of the department, with a focus on improved communication with vulnerable and disadvantaged communities, key stakeholders and the general public.
The EJ Specialist will develop and implement community engagement programs, trainings and related activities. Incumbents work independently and collaboratively with primary responsibility for a major project or activity. This work will include community outreach, developing education and training programs, clear and persuasive writing and speaking, presenting, and project management. The position will also support staff by providing environmental justice and social equity guidance to other staff to support project reports, permits, and plan development.

BCDC’s office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Effective July 1, 2026, the implementation of a default minimum of four in-person days per week is a statewide requirement for agencies and departments, consistent with Executive Order N-22-25 and guidance released by the California Department of Human Resources (CalHR). The candidate should be an experienced community engagement professional well-versed with Bay Area environmental justice and social equity issues. The ideal candidate has experience building trust with community leaders in vulnerable or disadvantaged and/or tribal communities, organizing within these communities and/or conducting outreach/engagement in these communities. The candidate should be an effective problem solver with strong oral and written communications skills, as well as an experienced facilitator with diverse audiences. The person should be dedicated, mature, collaborative, and have the ability to develop programs under minimal supervision. The person should have knowledge of Bay Area communities, as well as California land use, environmental, and environmental justice issues, be familiar with relevant trends in coastal and land use planning and policy and possess a background in or familiarity with resource conservation, urban and natural resource project design, and the social, natural and/or political sciences or a related field. Lastly, the candidate should appreciate BCDC’s mandate to balance conservation and development of the Bay’s diverse resources. Multi-lingual candidates with language(s) commonly spoken in the Bay Area are preferred.
